Wetland owners must obtain proper permission from the government department to access the land for their benefit. The Kerala government enacted laws to protect wetlands in order to expand the state's cultivation. However, occasionally the law creates trouble for middle-class land owners. The Kerala Conservation of Paddy Land and Wetlands Act was passed by the Kerala government in 2008. As a result, the act is intended to protect cultivation land. The land included in the data bank has the option of being converted to normal land, which is a time-consuming procedure. Some lands are mistakenly included on the databank.
The Form 5 Application is used to convert cultivation land (Nilam) or Databank land into normal land. If the form 5 application is approved by the authority land is removed from the databank and the owner can use the land for other purposes.

A person can access 1290 square feet of land without acquiring any land in that district. The allocation of land is different in Panchayath and Municipality. In a Panchayath, an individual is eligible for 10 cents of land, whereas in a Municipality, the allocation is limited to 5 cents of land per person. The power of attorney holder may also have the right to apply the application. The property reports are submitted by a village officer and agricultural officer after enquiry.
